You have to buy the single or multisite to have access to the developer’s license. Otherwise they would just sell the developer’s license for higher than they are in the funnel.
I agree with Henry, this is a very confusing purchase for the Developer’s License.
What does theme integration mean exactly?
No one wants to pay $47 twice to get developer’s rights. Everything should be stated plain and simple up front.
Mike, can we get a quick answer to this? A small window for bonuses exists here.

Mike has it spot on, we only offered personal use licences on the front end of the funnel. These are for anyone using the plugin for their own personal use.
The developer licence is for people that want to profit from our plugin by using it on their clients websites. We decided to keep the developer licence on a separate page so not to confuse it with a personal licence. If we had put it on the main sales page it would have been $97 but we decided it would be more clear to keep them separate.
If you are planning on installing the plugin on your clients site then you will need a developer licence. If you purchase the template pack you can also use them on your clients sites.
